Why the house wash misses them
A soft wash kills organic growth. Tiger striping is not organic — it is the gutter's own oxidised finish holding on to airborne grime, and it sits below the level a rinse reaches.
It is removed with a dedicated gutter cleaner, applied to the face, worked, and rinsed. It is genuinely a hand job on a ladder, which is why it is quoted separately rather than folded into a house wash and quietly skipped.
Faces versus interiors
Face brightening is cosmetic and it is what makes a freshly washed house actually look finished.
Interior clearing — removing the leaf and shingle-grit sludge from inside the trough — is a functional job, and in a county with oak canopy and a real rainy season it matters more than the cosmetics. The two are priced separately because plenty of people only want one.

Will brightening fix a gutter that is overflowing?
Those are two different problems. Brightening is the face; overflowing usually means the trough is packed with leaf and shingle grit, or water is getting past a seam. Mention it on the call so it gets looked at properly.
How high can you reach?
Standard two-storey residential is routine. Anything requiring lift equipment gets quoted separately or declined.
